Each NJYCIN chapter operates at a single high school and produces one research brief per semester. Chapter leads select a local civic participation issue, collect data from official sources, and submit the brief through a multi-stage review process before it publishes under the NJYCIN name.

The time commitment runs roughly three to five hours per week during the active research period and under two hours per week otherwise. Chapter leads manage a small team: a research lead, a government liaison, and a writing lead. All methodology documentation and training materials are provided.

Published briefs go to county officials, local civic organizations, and local press. Chapter leads leave a paper trail: research that officials have received and responded to.
